DCT Advisory Services:

An important design feature for VEFF is the ability to provide specific technical assistance including proposal development support and training for DCT partnerships. The DCT training/advising services will be provided by national consultants. The procurement of the services of the national consultants shall be the responsibility of the VEFF Management Unit, represented by the International Consultant. The International Consultant shall procure the services of the local consultants and sign their contract on behalf of the VMU.

The following types of services are eligible:

a) Advisory services offered following Concept Note Approval:

  • Assistance in proposal writing to VTIs and partner enterprises
  • Advisory services for conceptual guidance in respect of DCT
  • Advising VEFF on the appropriateness of support requested by institutes, especially about the type and costs of equipment and consumables which the institutes plan to purchase with reference to the contents of related curricula.
  • Workplace analyses at the enterprises in respect to OHS and labour conditions requirements
  • Translation

The Pilot Phase review and subsequent monitoring cycles shall assess if this support can be reduced over time without negative implications for SME or trainee participation.

 

Operational budget for DCT Coordination functions or DCT Unit

This budget shall cover costs of the DCT coordinator or DCT Unit at the institute to plan and organize the DCT development process and to act as a focal point for actual and potential partner enterprises. This may include costs associated with the DCT Coordinator, VTI Director, Finance Department or others in the DCT Unit as approved in the proposed program.

Costs for vocational teachers undergoing further practical training at the workplace

This budget shall bear the costs of vocational teachers to improve their practical, particularly workplace-related skills and to make them familiar with working processes, particular the use of equipment. Such training may take place either at one of the partner enterprises or a leading enterprise of the respective sector.

Selected complementary training equipment reflecting the workplace requirements of the partner companies. The following types of equipment may be funded:

  • Repair of existing training equipment;
  • Procurement of standard equipment and tools to ensure a reasonable minimum standard of DCT
  • Procurement of special equipment including vendor training in the case, the necessity for its acquisition is clearly reasoned with the workplace requirement of particular companies in the proposal

Costs of training materials and consumable required for theoretical and practical training

Costs for consumables required for practical training at the Vocational Training Institute for the proposed DCT programs.

Costs of OHS Training, Materials, and Safety Gear

Costs for trainee safety kit, safety gear, and the direct costs to implement the OHS requirements at both the VTI and enterprise partners for the proposed DCT programs.

Operational budget for DCT Coordination functions

This budget shall cover additional costs of the DCT coordination at the enterprise similar to that provided to the VTIs.

Trainee Stipend

The VEFF shall finance a stipend to trainees to cover the costs of in-company training to the trainee and as an incentive to the companies to join DCT programs. Payments to the trainees shall be provided by the enterprise through a standard training contract and bank transfer, so that the system reinforces the commitment between enterprise and trainee and that, step-by-step the enterprises take responsibility for the stipend payment.

Costs and incentive for in-company trainers delivering workplace training

This budget shall bear the costs of employees at the enterprise to deliver training to trainees.

Costs of training materials and consumable required for work-based practical training

Costs for consumables required for practical training at the enterprises for the proposed DCT programs.
